CBI

The Central Bureau of Investigation is the premier investigating agency in India. Operating under the jurisdiction of the Ministry of Personnel, Public Grievances and Pensions, the CBI is headed by the Director.

 ORGANIZATION STRUCTURE

The CBI is headed by a Director, an IPS office with a rank of Director General of Police. The Director is selected by a high-profile committee constituted under The Delhi Special Police Establishment (DSPE) Act, 1946. Other ranks in the CBI which may be staffed by the IRS officer and the IPS are Special Director, Additional Director, Joint Director, Deputy Inspector General of Police, senior Superintendent of Police, Superintendent of Police, Additional Superintendent of Police, Deputy Superintendent of Police, Inspector, Sub-Inspector, Assistant Sub-Inspector, Head Constable, Constable which are recruited through SSC or through deputation from Police, Income Tax Department and Customs Department. 

CONTROVERSY

According to Supreme Court of India, the CBI has been criticized for being  corrupted due to its excessive political interference irrespective of which party happened to be in power at the time.
The CBI was responsible for the inquiry into the Bofors case where it was discovered that CBI had quietly unfrozen bank accounts belonging to the Italian businessman.
Hawala Scandal- A 1991 arrest of militants in Kashmir led to a raid on hawala brokers, revealing evidence of large-scale payments to national politicians. Other cases like Priyadarshini Mattoo murder case, Sister Abhaya case, Sohrab Uddin case, Sant Singh Chatwal Case, Malankara Varghese Murder Case, Bhopal Gas Tragedy, 2G Spectrum case, Indian Coal Allocation Scam, 2008 Noida Double Murder Case.

FSSAI

Food Safety and Standards Authority of India (FSSAI) is an autonomous body established under the Ministry of Health & Family Welfare, Government of India. The FSSAI has been established under the Food Safety and Standards Act, 2006 which is consolidating statue related to food safety and regulation in India. FSSAI is responsible for protecting and promoting public health through the regulation and supervision of food safety.

CONTROVERSY

Indian Food safety regulator FSSAI is reviewing Bombay High Court's order that quashed its order to ban Maggi. The food authority has not yet decided if it will challenge the order in Supreme Court.  The Bombay High Court had on August 13 quashed the orders of FSSAI and Maharashtra FDA banning nine variants of Maggi noodles in the country. The court had provided a conditional relief to the popular snack's manufacturer Nestle India as it ordered a fresh test of samples in three independent laboratories across India. "Nothing has been decided so far on approaching Supreme Court. As of now we are reviewing court's order," a senior FSSAI official said.

  • Clean Street Food- Delhi Project was launched in March 2016, in association with Ministry of Skill Development where more than 20,000 street food vendors were trained on food safety and hygiene.
  • Therefore the project was launched in Goa in October 2016, where state FDA took up the implementation of the project in collaboration with Nestle.
  • A push on food safety and hygiene was provided during Eighth National Street Food Festival, 2016 which was organized in collaboration with NASVI.
  • Kinley Parivartan, in association with Clean Street Food, has initiated 'Parivartan-Food Safety & Hygiene' program  to train 50,000 street food vendors across India over next three years. 
NNRMS

National Natural Resources Management System is an integrated natural resource management system of India which aggregates the data about natural resources from the remote sensing satellites and other conventional techniques. One of the important elements of this management system is the National Resource Information Systems which acts as feeder information system to the larger information system of the Government, which includes socio-economic information and models. 

ORGANIZATION STRUCTURE

Under the NNRMS, a national organizational structure with user departments taking the lead in the application of remote sensing imagery was created, and a national infrastructure of regional Service Centers was established to meet the local needs of the states.

CONTROVERSY

The NNRMS expects to integrate remote sensing information with such other data as socioeconomic indicators and Plan targets. But so far progress has been slow says NK Mathur, a joint advisor in the Planning Commission, because of the difficulties encountered in pooling data and information from various departments that have hitherto functioned autonomously. However once the entire system is operating efficiently it would vastly improve the scope for agroclimatic zonal planning, which involves planning for a particular region keeping in mind its geographical and climatic characteristics. As a result, Mathur noted, "The cost of development itself will go down."

RECENT NEWS

NNRMS publishes information about the country's earth observation satellites, overviews of its work and a biannual bulletin with news and information about key projects.

The major achievements of NNRMS are establishment of facilities for dissemination, services and education, evolution of appropriate application methodologies dictated by user needs, national level remote sensing application projects on operational basis, development of indigenous capabilities in all areas.

NBWL

It is a statutory organization constituted under the Wildlife Protection Act, 1972. No alternation of boundaries in national parks and wildlife sanctuaries can be done without approval of the NBWL.

ORGANIZATION STRUCTURE

The NBWL is chaired by the Prime Minister. It has 47 members including the Prime Minister. Among  these, 19 members are ex-officio members. Other members include three members of Parliament (two from Lok Sabha and one from Rajya Sabha), five NGOs and 10 eminent ecologists, conservationists and environmentalists.

CONTROVERSY

Despite majority of the members of National Board of Wildlife (NBWL)  rejecting the clearance for the Demwe Lower  Hydro Electric Project in Arunachal Pradesh, environment  minister Jayanthi Natarajan has kept its fate hanging in balance. In its meeting on December 13, the non-official members of the standing committee argued, on the basis of a site inspection report prepared by one of the committee's members Asad Rahmani, that the project if allowed will have devastating impact on the wildlife. The minister, however, said she will take a final call on the project.
The minutes of the meeting that were made public on January 27 quoted her saying the project "area was of strategic importance, and already a sizable investment of scientific, technical and financial inputs had gone into the project" and that "the matter could not be delayed further". The following media reports said the minister might soon clear the project.

MoRTH

The Ministry of Road Transport and Highways is a ministry of the Government of India, that is apex body for formulation and administration of the rules, regulations and laws relating to road transport, transport research and is also to increase the mobility and efficiency of the road transport system in India.

CONTROVERSY

CBI tells Govt. to shunt out top NHAI officer after Ministry rejects probe- The Union Ministry of Road Transport and Highways under Kamal Nath, has refused the Central Bureau of Investigation (CBI) sanction to initiate an inquiry against a top official of the National Highways Authority of India in connection with a corruption case registered six months ago in which two top NHAI officials were arrested.
CBI officials said that denial of sanction came early this month after it sent several reminders to the Ministry and to the Cabinet Secretary underlining that it was Union Minister Kamal Nath who was the "competent authority" to take a final decision in the matter.

CONTROVERSIES

Fake: Tourism Ministry has not ordered closure of all hotels till October 15 2020- There is a message in circulation claiming that hotels and restaurants will remain closed until October 15, 2020. A circular that is being attributed to the  Ministry of Tourism says hotels, restaurants and resorts all over India will remain closed until October 15, 2020 due to coronavirus disease spread all over the world and most important North Indian hotels, resorts, restaurants will ceased till the date. If the rules are flouted then a case will be registered, the circular also read.
That circular is bogus and the Tourism Ministry has issued no such order. During the meeting of the Group of Ministers, it was suggested that the lockdown should be exited in a staggered manner. The advise of the states and health experts are being sought before lifting the restrictions.

The Ministry of Environment, Forest and Climate Change is an Indian government, ministry. The ministry portfolio is currently held by Prakash Javadekar, Union Minister of Environment, Forest and Climate Change. The ministry is responsible for planning, promoting, coordinating and overseeing the implementation of environmental and forestry programs in the country. The main activities undertaken by the ministry include conservation and survey of the flora of India and fauna of India, forests and other wilderness areas, prevention and control of pollution, afforestation and land degradation mitigation. It is responsible for the administration of the 1947 national parks of India.

Javadekar Scuttles Bid to Extend Public Consultation on Controversial Environment Rules- Environment minister overruled his officials, reducing the proposed window for people to send feedback on the draft Environment Impact Assessment notification widely seen as diluting protection norms.
India's proposed overhaul of environment clearance rules could dilute existing regulations- Instead of focusing on ensuring the protection of the environment, the draft EIA 2020 undermines the orders of the National Green Tribunal which had ruled against post-facto approvals. The purpose of this notification is to legitimize illegalities done by industries. It seems to be emphasizing that an industrial project that has violated environmental rules will have a right to seek approval for it as long as that project is permissible in the area. It is a mockery of the law, Dutta explained.

    AICTE has put an end to the controversy over management courses by agreeing to allow       management institutes to convert the entire existing intake of MBA and MMS courses into     PGDM intake or vice-versa.

MINISTRY OF HEALTH AND FAMILY WELFARE

The Ministry of Health and Family Welfare is an Indian Government Ministry charged with health policy in India. The Ministry of Health and Welfare waded into a controversy after it shared a photograph that seemed to indicate that a depression is a trivial matter over microblogging site Twitter. The tweet depicted that the clinical illness of depression is not illness at all. A poster was released by Ministry's twitter which under-emphasized the role of clinical treatment of the disorder. It trivialized the importance of medical intervention and psychotherapy for treatment of DSM V disorder. The poster was shared on social media on Monday. It listed ten ways to fight the illness, however, it does not lists seeking any medical professional help.

The Union home Ministry's move seeking to promote official language Hindi in the Social Media plunged into controversy with the DMK accusing the Center of imposing the language on non-Hindi speaking sections.
An unrelating Union Minister of the State for home Kiren Rijiju however said he will promote use of Hindi in all official work and public life even as his senior Rajnath Singh sought to down play the controversy by saying the Center will promote all languages of the country. The home minister tweeted, "The Home Ministry is of the view that all Indian Languages are important. The Ministry is committed to promote all languages of the country."

CONTROVERSIES

Concerned with dwindling investor interest, the Union Government plans to set up an inter-ministerial body to settle various issues faced by the green energy sector and attract billions of dollars in investments to successfully execute the world's largest clean energy program. The proposed Renewable Energy Industry Promotion and facilitation Board (REIPFB) will be set up along the lines of erstwhile Foreign Investment Promotion Board, which was tasked with handling foreign direct investment proposals and facilitating them.
The government is worried that India's clean energy trajectory may be impacted with banks wary of lending to developers as they suspect the viability of projects that have agreed to sell power at rock-bottom tariffs. There are also issues regarding delay in payments by state-run power distribution companies, non-allocation of land to wind power projects, besides transmission and connectivity related challenges.

SUPREME COURT

The Supreme Court of India is the highest court within the hierarchy of courts in many legal jurisdictions. Broadly speaking, the decisions of a supreme court are not subject to further review by any other court.

Now, whenever we need to construct something big and huge, we need to have a strong base and therefore these governing bodies are not only building a strong base but also maintaining it and just because of these organizations, India is able to handle the external matters in a proper way and day by day is building a strong image globally and therefore the internal and external matters are related to each other, the better we perform internally, the better we perform globally and we need both internal and external matters to be handled at the same time properly because the external matters are depended on how we are doing internally and a strong base will help us to improve ourselves worldwide.
